I think after 96 or something all 'tours were fitted with dual fans. There is a relay and a resistor involved for low speed operation, as mentioned, which if either were bad, your fans would only operate when the AC was on. The fans themselves are apparantly OK, but you most likely have an electrical problem in the other areas of the circuit.
