(551) The 95 has no way to know wether the IMRC is open or closed.
Best to take this at face value and replace the EVR solenoid bolted to the back side of the intake manifold.
Lets not forget the ritual cleaning of the EGR passages, all the more so if the car sees mostly short trips.
