Umm, no. My friends Focus which has just spent time in Oregon and Washington (which use no salt) had his rear wheel rusted on in only 7K miles. I'd take a rubber mallet or be careful with a sledge and hit the lower portion of the tire from the inside going out. It should bust it loose.
