Almost every fiberglass body panel will need that much work as surface prep. It's not that bad really as most of it is done with a soft, quick drying filler that cuts really easily. It needs to be done with the soft stuff to stay flexible and not separate. Having worked on snowmobiles since I was a kid (started about 26 years ago at age 5), I can tell you, that wasn't much prep work at all on his bumper.
