Probably moisture vapor (condensation). I wouldn't worry about it too much. You see this on commerical jets all the time when they first crank up the A/C before take off.
When you say you turn it off and back on, you don't actually put the HVAC control on Off do you????? If you do, don't. This is the worst thing you can do to you A/C and I imagine this is the reason why so many people have trouble with the A/C's. Just turn the HVAC to Vent or Floor when you don't want it on so it can cycle the remaining cold air through the vents and prevent it from freezing up.
