How that is going to raise your rev limiter is a mystery to me. It seems as if they're just trying to buy some time with you, by telling you some BS to keep you off their back.
With the screen missing the car should still run fine and if they did raise the rev limiter as you requested, it should be revving to 7200 rpm.
I think you need to tell them to take the chip back and do it right!
