IM 10-6 most likely means I'm Busy (police code) or it could be a reference to the number on the mad hatter's hat.

The 2nd one is 10-6, which Kremithefrog guessed the correct meaning of. However, that one is already taken as a Va. tag, so I had to substitute the 1 for an I. Thanks everyone

doh! I suggested 10-49 which was "drunk driver" on one site I found... but that seems to be a locality-specific code. Or you could go for "stolen automobile" or "wanted".
But of those choices I'd go with GR8 TOUR!

EDIT: Nevermind, couldn't capture the .gif from virgina.gov. But it was a Virginia Tech plate with H8N UVA.
