I say just air them, they should know that it is thier responsiblity to pay the duty/prokerage fees.
Also FWIW, if you send stuff USPS likely the brokerage fees will only be $5 and the rest will be the tax as expected. Sometimes (well most of the time for me) you usually get away with no duty being assesed, but in order to recieve the package you do have to pay before hand. As far as I know it's only FedEx and Purolator that have the policy where they send you an invoice after the fact. My only issue with UPS is their outrageous brokerage fees. 99% of the time thier brokerage fee is more than the acutual duty owed (i.e. $50 on a $75-100 item)
