Hopefully you were measuring the 12.5V without the jumper cables, right? If so, then check the voltage at the battery when you turn the key and it's clicking. If the battery voltage is staying up to about 12V then the problem could still be a bad connection, cable, the solenoid/starter, or maybe a start relay. (Need to look at the diagrams to see about the relay business...)
