Looks like the clearcoat is debonding from the paint underneath in small pieces. ScratchX would NOT help as this is NOT a scratch. The only sure way is to polish those spots off and repaint it properly, and that means the entire panel.

A car that spent years in Phoenix sun without adequate wax protection can do this... S***s I know. I used to drive a Topaz in Texas and I know exactly what you mean.

Oh, another thing... Don't use chemicals like SimpleGreen or any of the non clear-coat approved stuff, or that can happen. I think I did that about 5 years ago on my OLD car.

My 98 svt had a similar problem. At less than 2 yrs old. Ford repainted the entire vehicle. They called it "star crazing" It is due to an improper application or contamination of the primer. A lot of trucks had the problem that year.
