I was pissed when my dash came unglued, I called the local dealer who wasn't very helpful but got an earload, I was so annoyed with the locals I called Ford direct not very helpful either. I spent some time reading the National Highway Safety Board posting and found Ford never issued a recall but did issue a service bulletin:
Technical Service Bulletins Summary

Make: FORD
Model: CONTOUR
Year: 1999
Service Bulletin Number: 01B78
Summary Description:
SOME VEHICLES MAY EXPERIENCE WARPAGE OF THE INSTRUMENT PANEL COVER AT THE FRONT EDGE OF THE INSTUMENT PANEL COVER NEAR THE WINDSHIELD, ABOVE THE INSTRUMENT CLUSTER AND AROUND THE GLOVE COMPARTMENT. *SLC

I did find out that had I been the orginal owner I could have had it replaced (non-recall status) for free but since I was 2nd owner they would charge $100, but reading the previous post this is about $25 more that the solution cost. Since I'm getting cheaper by the minute I finally brainstormed and worked this out - get a bottle of glue and contourt (pun) your arm in every posible position to squirt glue under the warped dash, then use a bunch of tennis balls (placed between the dash and the windshield) to keep the dash compressed while the glue dried. You need to make sure the glue isn't water soluable and is heat resistant.
