Yes, that's the reasoning behind it.

Of course, WV has no problem with flat land (go fugure), so we allow and use rifles. NO ONE uses a shotgun to hunt deer here, shotguns are for turkey.

Also, a crossbow is illegal in WV but legal in OH. I don't know why.

And carrying a handgun while hunting is illegal here (again, I don't why) but in some counties if you have a concealed carry permit they don't care.

And NO, growing hay will NOT get you a farm permit. It is not considered a farm crop for this purpose. I should know, we just cut 60 acres of hay.
