thanks for the compliments guys. yeah ov3n i guess the banner having contours, mystiques, cougars, and mondeos has nothing to do with the site.  i just graduated from NIU with a degree in graphic design so maybe i might know what i am doing.

Mike no offence but that is a BAD way to look at things.... how long do you think you will keep a job (once you get one) in the field if you have another coworker or your boss give you a suggestion as to how to do something differently? simple fact is you wouldn't be working there too long with that kind of think which is I know EVERY thing about this just cause I got a piece of paper that tells me so.

no no joe, dont get me wrong. if there was a GOOD point made about the banner then i would listen to it. and i didnt say that having a degree makes me know everything either. i just have spent a lot more time studying the subject in depth then a regular joe.
if it looked like crap i wouldnt have ever posted anything about it, and that link directs me to a banner that is for spyware that has a world, some boxes, and some numbers in the background. how does that relate to spyware better than my banner relates to FCO?  FCO thinks it looks awesome and they were the ones that wanted it.

Having a degree does not automatically make you the end-all be-all authority of any particular subject. Like I said before (which you obviously chose not to acknowledge) them THEME of your banner doesn't match with the theme of the FCO site, ie graphics, color schemes, etc. Your banner would be better as an intro flash file. I don't need to be constantly seeing "password accepted!!" flashing on the top of my screen.
You may have a degree, but you're not a good designer. It's as simple as that. Your design doesn't work. Its too long of a presentation for a simple banner, and it doesn't thematically tie in with the rest of the site. The NM03 site could have been designed by a high schooler in his "html basics" course in 1997. The HMS site is embarassingly confusing to navigate.
It's obvious you don't know how to handle criticism. Instead of discussing, you attack. If you only expected kisa$$es to respond, perhaps you should have put that into your original message.
I'm not gonna tell you it's a good job, because... it's not.

not bad.. little choppy..
some of the fonts are hard to read and some of the overall colors I don't know I would have chosen..
dunno.. I guess I just don't like the premanufactured look of it.. looks like a canned software product (basically like everything else on the web)..
to each their own..
However.. don't ignore the words of the others.. being a web and graphic designer for the past 5 years and owning my own design company.. I will say, if that is how you handle criticism, you won't last long. If I had to hire 10 guys, I would rather hire 10 guys who did their best and took criticism as a learning experience rather than 10 guys who are slightly better and always think their work is perfect..
Those 10 who learn from mistakes, within 6 months time will design circles around those currently slightly more talented designers..
