its too obnoxious, and doesnt seem to have any real point. you have much to learn about good web design. your banner draws too much attention away from the fco site. plus the design/theme of the thing has nothing at all to do with fco's site, theme-wise.. they don't tie together. do something more unobtrusive and subtle like here.
