Another thing that will cause a vibration is, if the tire is to wide for the rim... A guy I work with had 31x10.5 put on a set of 6in rims and they vibrated badly, he switched to a 7inch rim and the vibration has gone away... If you don't won't weights on the outside and staic balancing vibrates to much, then do an alloy balance, what they will do is use sticky weights on the inside of the rim at the face of the wheel and of course close to the inside lip too, so it is like a dynamic balance, but without the clip-on weights
