Set the amp to one ohm because two 2ohm voice coils wired in parallel make a 1ohm load. Try putting a bigger fuse in the amp but not too big or you'll toast it. Another option is to wire each voice coil independently to each channel of the amp therefore making a two ohm load on each channel and making it easier for your amp to push.
