This was a different type of problem - but it was from a flaky speed sensor.

My wife's Neon would once in a while kick in the abs whenever the brakes were applied below 5 mph. It would come and go - and then one day I realized it always cleared up after a car wash. One day it started up again, so I got the hose and sprayed one wheels speed sensor at a time to find that the front passenger wheel was the culprit.

I figured the sensor was just somewhat off from the other three, and that when it got covered in semi-mettalic brake dust it pushed the signal over the edge and made the car think that the wheel was locking up at low speeds.

There was no code stored for this - but it was definetly a repeatable fix of spraying the back of that wheel whenever it happened. Finally we just replaced that sensor and it's been fine ever since.
