The guy in the pic is a EOD (explosive ordinance disposal) expert. He's apparently disarming a bomb (probably for training purposes) so the guy behind him with the bag full of air is gonna scare the crap outta the guy with a big boom noise. Get it now?

Looks like there was a water main break there perhaps. Sink holes usually don't fill with water all the way to the top.
