Mine did that too, on all modes EXCEPT max A/C mode. But it WOULD blow air on Max A/C mode. Opposite of your problem. But I found a bad flapper door vacuum servo actuator under the dashboard near and above the gas pedal area. You could try disconnecting the linkage for the servo and manually move the flapper door to see if it may help your air flow.

But also check the cabin filter located in the cowl under the windshield wiper shroud. Those always get clogged with leaves and pine needles (unless you live in the dessert, haha). That may explain why you have air during only the A/C mode, because A/C recirculates the air in the cabin for maximum cooling without drawing hot air from outside, while other modes draw fresh air from outside the cabin, which would go along with the condition you had previously described
