As soon as I start the car the fan comes on, which I know it shouldn't. Also sometimes it won't start right up, like its flooded. I pulled codes 998 and 17. Anybody have any ideas as to what is going on.

What I could find on what you quoted:

Code 998:
Hard fault present ****FMEM MODE**** (Ford EEC-IV car supplement)
(there is also a non-specific reference to a transmission hard failure in the Ford EEC-IV car supplement) referred to a rather involved set of solenoid pinpoint tests
or
KOEO - Transmission Electronic Pressure Control (EPC) solenoid/circuit fault (Generic EEC-IV reference source)
or
KOER - Did not pass Key On Engine Off test yet (Get 111 in KOEO first) (Generic EEC-IV reference source)

Code 17:
No code 17 listed (Ford EEC-IV car supplement, but codes 15 or 19 say "Replace the PCM" )
or
1.9L & 2.5L - Throttle stop set too low (Generic EEC-IV reference source)

I've not seen a 2 digit code on my '95 Contour, but that doesn't mean it's not valid or doesn't exist. Someone else may be more familiar with this. Something in the PCM may be going belly up.

I couldn't do that test, I don't know why it wouldn't work. Code 17 says something about the o2 sensor

According to code list in FAQ section, code 117 would be more in line with your symptoms. Code 117 is displayed for ECT(Engine Coolant Temperature) sensor problem, which might explain fan operation.

you know what, it might be 117. I'll have to double check tomorrow. I can't wait to get this car running straight.

Heh! horseydug --

I finally found my way to the codes section of the FAQ (I knew it was there somewhere). As it turns out, the "Generic" source (which I D/L'd from another site) is the same one as is in the FAQ. And, I agree, the 117 seems as though it would be more plausible.

The symptoms you describe are exactly what would happen if your coolant sensor was shorted, 117 is the proper code but the fan will only constantly run if there is a short in the sensor or the harness is off the sensor, check to make shure your making proper contact with the sensor.
