Here is my .02.

You got a new battery, okay.
You installed an SVT Engine into a 96 tour, right ??
Did you swap ALL of the sensors and wiring harnesses from the from the Old 1996 engine to the SVT engine ?

If not, then there is your problem.

You have to use the ORIGINAL WIRING HARNESSES and sensors.

Oh, when you turn the key to the ON position, and LEAVE it there,
the Check Engine light will flash ONCE and then stay lit.
This is normal.
Also your fuel pump will energize for about 10 seconds to pressurize the fuel rail.

Also, with your new SVT engine, make sure you use 91 octane or better.
The SVT engine has a HIGHER compression than your old 96 engine
and requires 91 octane to keep it from knocking itself to pieces.
