Yes,
A starter and solenoid can be checked at your parts store. I believe you can also jumper the wires to test the functionality.
Connect a fused wire from the positive terminal of the battery to the small terminal on the starter solenoid. If the starter works, and engages the engine, then you know the problem is between the solenoid and the switch. (Such as a neutral/clutch switch, and so forth.)
Otherwise, if it doesn't crank, then your starter/solenoid is suspect.
Make sure the transmission is in neutral before you test this. You might even turn the key on after testing the starter, if you are curious if the engine will start.

Every connection is hooked up. Checked the battery to sol connection (black to black/grey connector) and it's connected.

Another stupid thought. All fuses/relays good? Maybe fuel pump relay? Again speaking out of my As$, but you never know.

Check all fuses and relays and they are all fine. If anyone can correct me on this please do, but I "think" that the fuel pump only turns on if it's "told" to, i.e, after the starter motor engages etc and the computer relays that to the fuel pump and on the turn of the key to crank the engine it starts to pump. I don't think the fuel pump starts to pump when the key is at the 2nd position (just electrics) does it? Should I have preasure in the fuel lines before the engine is cranked?
So I'm really thinking that it's the starter motor (or at least, that's probably what I'm making my self think as then I know what the problem will be and be able ti fix it). If it's not the starter motor, then I'm screwed! as I will have NO clue as to what is causing this.!! Fingers crossed everyone for the bad starter motor!!

Okay,
Here is my .02.
You got a new battery, okay. You installed an SVT Engine into a 96 tour, right ?? Did you swap ALL of the sensors and wiring harnesses from the from the Old 1996 engine to the SVT engine ?
If not, then there is your problem.
You have to use the ORIGINAL WIRING HARNESSES and sensors.
Oh, when you turn the key to the ON position, and LEAVE it there, the Check Engine light will flash ONCE and then stay lit. This is normal. Also your fuel pump will energize for about 10 seconds to pressurize the fuel rail.
Also, with your new SVT engine, make sure you use 91 octane or better. The SVT engine has a HIGHER compression than your old 96 engine and requires 91 octane to keep it from knocking itself to pieces.
