If this is on a V6, The WP is driven by a different belt. (DS of the front cyl bank.) Might want to check that belt and tensioner. The fan is supposed to come on full time if the AC is on. It shouldn't make any difference if the AC is on normal or max because all this does is recirculate the cabin air instead of cool new outside air.
