I had this exact problem for a long time. Each time the dealer told me that it was a vacuumm leak.
BULL@#$#! It had a vacuum leak repaired about 6 times in two and a half years. Once or twice it scared the sh!t out of me on the highway as my car surged in gear. It still does this now only somewhat less and not as often. I have given up on trying to fix the issue.
I love my SVT but hate FORD!!
