I have to agree here. My car didn't do this for the first 34,000 miles. Why is it doing it now? So while the TH Hange fix might work, it doesn't actually address what the real problem is.

He's talking about the throttle hang, not throttle surge like you're experiencing. Throttle hang, surprisingly enough, was "designed" into the car for emissions purposes. Throttle surge was not and could be dangerous.

The hole you drill into the cap is there so LIMIT the amount of the airflow throught the Idle Bypass Hose. This way, no matter how large the PCM opens the IAC valve, it won't flow any more air than the TH Fix allows. This allows the engine to drop to a lower RPM very quickly, so when you are powershifting, your Duratec reaches a lower RPM quicker so you can dump your clutch for the next gear.
You don't lose any power since the TH Fix only affects IDLE, and how quickly the Duratec returns to IDLE.

The problem could just be a buildup of Carbon on the IAC valve. The Valve is a pintle with a worm gear on one end. The worm gear is threaded into the IAC Stepper motor. As the stepper turns back and forth, it will either extend or shorten the IAC Pintle into the Idle Air passageway. If the pintle is coated with Carbon deposits, these deposits get caught in the threads of the pintle. This causes the stepper motor to BIND and not make smooth adjustments when commanded to. When the IAC Pintle is jerked back and forth, your idle can surge.
I would try cleaning out the IAC first and see if the Idle returns to normal. You will have to reset the Computer after you clean the IAC so that it relearns to idle again. If the problem returns after the cleaning, I would replace the IAC before I look further.
And don't LUBRICATE the IAC. No lubrication is better. Any grease, or WD-40 or any silicone just makes the pintle WET and it will attrach even more carbon deposits.

but my car and many other cars didn't have this problem when we drove out of the lot...... mine didn't start happing until like a month or so ago...... i have over 20,000 miles too....... if that's the way ford did it for emision reasons why did it take this long??????? my car is 3 years old....... and lots of other people are having this problem later on..... I cleaned and replace the IAC valve....
tuned up the car.....
I still had this dumb ford problem.......
then I notice a lost in performance when i tried the TH hang fix...... it didn't really help.... i tried all differnt size holes......
Then I remove the fuel pump because it happend more When I was low on gas...... and it happens to other people to when they are low on fuel....... after removing the pump I saw the round screen sitting at the bottom on the tank..... I tried to put it back on again..... this is the second time the fuel pump was out for the same dam reason.... SO I bought a new fuel pump and Viola the car runs great.... not high rev's or surging of hanging or fuel cut off... When the pump was going bad the computer was trying to correct the problem by raising the idle..... this is what happend to my car....
I still think putting a copper cap in the hose is a very dumb idea.......
I didn't have to put it there when i drove out of the dealer..... it ran fine for years...... and 20,000+ miles..... now all of a sudden I have to put this cap in???? i dont get it..... its only masking the problem....

What year is your SVT?
If it is anything other than a 98 E0 or 98.5 E1, then you have the returnless fuel system.
I don't think the returnless fuel systems were as prone to Throttle Hang as the return systems are.
It could very well be the fuel pump.
Most of our cars are getting up in age and the fuel pumps
are going to get dirty and clogged as the miles add up.
I've got about 90,000 on my fuel pump and I haven't any problems yet.
I had mine changed at 6,000 miles because the fuel gauge stopped working.
I also only have an SE and not an SVT, so our fuel pumps may be different.
Did you ever have the MOOSE problem ?

nope no moosing......... The only two problem that I had was the sun roof 2 times..... and fuel pump 2 times..... both very bad designs by ford

This throttle surge thing happens nearly every time that i pull into my driveway. I think it has something to do with my car going uphill, then downhill. I drive up a bit, push in the clutch to roll it down in neutral and the rpm's jump up to around 3-3.5K
It's also strange, but i only encounter the moosing problem at night, and it is really obvious. It is good and loud and usually occurs off and on the whole drive, maybe every 2-3 minutes.
I've never had a moosing problem during the day. Wonder why...

I had an intermitten revving problem, too. Turned out to be a faulty wire harness near the throttle body. The connection pins weren't properly seated. While the car was revving, I could wiggle the harness and the car would immediately drop back down to idle. Ford replaced the harness and I have had no problems since.
