FWIW, I have changed the fuel filter numerous times without ever pulling the fuse or removing the cap. After leaving the engine off for a while, I've had the new filter ready to put on, pulled the old one and pushed the tubes back on the new one without delay. Don't think I've ever spilled more than a couple tablespoons of gasoline.
