I'd say yes and yes. I'm also in SoCal and without the heatshield, I would get a ton of heatsoak in traffic. The stock intake gets cooler air, but is restrictive. With an open-air filter there is no restriction, but you're sucking in hot air. Why not get the best of both worlds and use an open-air filter and use a heatshield to suck in cool air. Make sense to me . Installing a tube through the fenderwell to the air dam area to get cold air to the filter also helps.
