Don't know where you live at but here in NY, with all the rain we have been having, you can't help it.
Since the pads/shoes have a high metal content,
they tend to create surface rust when it is very damp.
Add to this the surface rust on the rotor/drum after it rains.
They just rust themselves to eachother.
It goes away when the humidity gets lower.
