I'm looking into getting a cold air intake. When I say best I mean one that keeps it the coolest and gives the most HP. The more help the better.

Use 'SEARCH' There really isn't a good cold air set-up for our cars, but there are plenty of ways to improve/modify the intake. Take a look.

Alot of people have started using a setup like this and have been happy with it. Intake pipe, maf adapter, large K&N filter, heatshield, and take out the snorkel in the fender. I had the kkm intake before this and I think this setup is much better.

I have the cougar aem in mine. It's not made for SVT but if you buy the allum intake tube you can make it work...I don't know how much better or worse it is, but it felt like it did it's job.

what if one was to use the setup in the pic above and cut a hole in the hood right above the filter and put a small custom scoop on it? i think i will be doing this down the road.

There was a GB floating around recently for hoods with hood scoops in them and if I recall correctly the air was routed to the intake from the scoop. I think the gb deadline is passed but there was a link in that thread to where you could buy one yourself. Just don't quote me on that.

Here the link to that thread.

Hood scoops, hood vents, and fender scoops have all been done.
