I'm guessing that this truck has a mechanical fuel pump because of the type of filter you describe, and the price of the pump. Is entirely possible that the pump is failing, as I've had similar symptoms of failing pumps. Don't be afraid of replacing this pump. I'm still guessing, but if it's indeed a mechanical pump, it's mounted on the engine, not in the fuel tank. Many of these only require the switching of two bolts and two hoses to replace.
