Comrades, I have a problem.

Upon backing out of my garage, the exit of is short (1 meter) downhill and the sharp uphill my rear right wheel locks up! And locks up tight. It completely stops rotation. When I pull forward it moves freely. This happens after prolonged stop and only when backing up. When I mash the brakes it unlocks and then there is no problem. I never use my parking brake while in garage or parking unless on a very steep hill. Even when I use the parking brake when facing forward and, afterwards moving forward-no problems! Few days a go I had to remove the dust shield from the wheel in question, also the brake caable tie strap broke down (same side). Now, I am due to pads replacement and I have new tie downs for the brake cable. Is there something else I should pay special attention whilst working the brakes. Make not that it happens only to the rear right, rear left is fine. No squealing or sqeaking, no overheating of the wheels or discoloration. So help me fellas what is wrong with this brake set up here?

not sure...drums brakes or discs? if its a disc then you may have warped a rotor. same thing happened to my friend in his SVT. when the pads wear in one directon (forward mostly) then you wont notice the problem driving forward, except you will have to replace that pad more frequently (if it has warped for a long time) but when backing up, because the pad hasnt worn in that direction, it will immeadiatley take hold on the warped part of the rotor and it wont break loose until you pull forward. also rust on the disc can cause a lockup, happens on drums too, so if you have drums, i would pull it apart and check it out, clean it good (really good) and see if it does it again. PM me if you dont understatd what i am getting at.

Thanks for your reply. No I do not think the disc/discs are warped (or have accumulated the cementite materiel in single spot) because ever since that has happened it did not happened again. I have discs in the back and was suspicious about the handbrake for some time now. Well anyway it's moot point because caar is going to the shop in next few days so I will know. When I mentioned that I had to remove the dust shield I failed to mention that the reason for that was that the shield was completely rusted out and was about to fell of on its own. There was a lot of rust dust (funny) arround and some of it may gotten where it shouldn't. Will know soon.
