I was under the impression that there was a California law making it illegal for a retail outlet to provide the code reading service. I guess I was wrong and it's an AutoZone corporate decision to not do it in CA?

That's exactly it. It was costing them too much man-hours.
On a good note, the CEL went away after I filled up the tank. I'm guessing the fuel cap was simply loose or something. No more worries.
