What is it with CA!? Did the auto dealers/manufacturers lobby to not allow the freebie testing!? Or do the legislators just think it's not good for car owners to know what's wrong with their vehicles without coughing up $$$ to find out? Or are there legal liability issues? Jeez!!!

It's because we have 2x as many people as most states and over 3x the cars. The average family has as many cars as people able to drive, and then add a car.
