Just a suggestion, try going to your local hobby shop and getting some R/C car body paint. It etches the plastic so no sanding and it won't chip off. And it comes in every color you could ever dream of including different pearl colors. theres even spray on color tints you could mess with. Only thing is it dries flat, so you'll need a clear coat of some sort. I did a deep pearl blue on my old car and it worked perfectly!

From what I remember isnt there a primer that etches in the plastic also? If I just used that after a good cleaning I would think that would be good enough right?

I know etching primer is used mostly on galvanized or aluminized steel, and while I know they do make other kinds, I can't say I've ever used one.
Diversified Coatings makes an etching primer, however that's primarily used on tub and tile applications.
If you are using straight up hard coat plastic, a high build or filler primer (a few coats, don't be afraid to really get it covered) sanded to a nice finish, the plastic won't matter..
I would be hesitant to use an etching primer on a more vinyl mixed plastic (like certain parts of our doors and dash), as it may have a very bad effect, (think clear plastic in paint thinner bad effect).
Duplicolor makes two primers .. Sandable, sprays black and comes in a bland gray can that says "Sandable Primer" and another: Filler Primer, shows a guy sanding a red fender, this sprays gray. On any part of the dash, I would DEFINATELY recommend the second of the two. I have used it on every plastic on the interior.. ranging from the hard plastic of the console and clusters, to the soft vinyl of the door, to the semi hard plastic used for the pillars. My A Pillars suffer from poor prepping after having painted before, everything else came out perfect and remains that way.
I am not the end all be all of paint, these are just my recommendations and observations, take them for free if you take them at all.

on the "rubbery cheap plastic" handles in the cougar, if you sand well with 200 and then again with 400 and wipe clean with a wet towel, and then dry it, give it about 3 coats of duplicolor filler primer, sanding with 1000 between each coat and cleaning, then use about 4 or 5 thin layers of duplicolor paint (again, sanding in between each and cleaning up the dust), and then about 4 coats of clear (don't have to sand the clear if you did a good enough job earlier one)..
I have the handles completely black and we haven't had a problem yet.
None of my other painted interior (and exterior) pieces chipped.

and that's fine.. but if you intend on painting soft plastic, you have to sand, and use filler primer.. otherwise paint will chip and or straight up peel off.  Then again, I put about 10 coats of clear on my door pieces.. smooth as a babies bottom and it would take a chisel to chip it.

I started painting last night on a practice piece. I sprayed with 5 or 6 light coats of paint and about 6 of clear and it turned out great. I tried to chip it with my nail and hitting it with various objects and it held up great. No primer and just cleaned with steel wool then soap and water.

I started really early and kept leaving to go to other stuff while it dried. The can of clear said for the paint to be tacky before another coat (not fully dried) so that didnt take long and I finished sometime after 12, so yeah it was for a good 7 hours or so. I also did it in my basement which was dry and cool so the paint dried in no time wiht light coats.

if he's using a spray can he should be fine.. especially something like duplicolor.. their clear dries completely in about 45 min.
