Why not cut a small scoop into the side of the fender. Put a wire mess or screen in the inlet and run a tube or duct straight in to your filter. If you can't picture that, don't worry I will have pic when I'm done modding my ride. It's just like other "hood" scoope, just smaller and on the side. If you have ever been next to a C-130, it would look like the scoop on the aircraft's right hand side. I've seen a tour with a flush hole on the fender at a car show...same idea just add the air diverter.
