I don't think there's any question of there being two types of throttle hang...one is the usual "Geez it takes forever for the RPMs to drop" which can be improved with the well-known TH fix.
The second, being discussed here, is the situation where RPM literally stick at 4,000 or so for several seconds, sometimes even rising while holding the clutch in. When this occurs, idle speed is usually abnormally high as well...often settling around 1200 or 1300 instead of the normal 750 RPM.
I think we could get faster action and more serious consideration from Ford if we pursue this with dealers as a safety issue...braking distances are significantly longer when the throttle is sticking open.
Mine was fixed for a couple of thousand miles by replacing the IAC valve, but it's started doing it again in the past few days. I'm taking it back to the dealer today.
