Do the fogs work at all? Check that the relay is properly installed into its socket. And the fuses (already mentioned).
Are you absolutely sure you spliced the right wires? Check it again just to be sure. Might need to crawl under there with a voltmeter to make sure everything is as it is supposed to be. (That doesn't sound fun.)
