Ford has a factory recall on the 95 V-6 Contour for the Main Catalytic Converter and the pre-Cat/ exhaust manifold assembly replacement. So go in there first and get it all replaced for free. Before, mine wouldn't pass either (when used to live in Arizona State). It's because the Cat serves to convert Carbon Monoxide into Carbon Dioxide and also burns the excess unburned Hydrocarbons from combustion. So then after you get the Cat replaced, if it still wont pass, you run the tank almost empty and then put in a quart of straight alcohol into the tank, right before you go have it tested, and it will probably pass (I used to work at a auto shop/ vehicle inspection station in Utah that always did this trick to get marginal vehicles to pass). If it still wont pass, then you can always get a PO Box in my town in NW Washington, so you can license your car here since we don't have inspections smile

RXP is a fuel additive that seems to help. My 1970 Buick Skylark w/ a 350 was running very very clean when I used it..>

I've used it on all my cars since...

Try it out, it should help.
