I think what helped them catch up with her in addition to having perfect driving skills was that she was dodging traffic in the middle lanes of the highway while the agents were gunning it straight down the emergency lane. The conversation between the counselor and Neo I took to be more like the counselor saying it's ironic that the machines are trying to destroy us while at the same time we need them to exist. Neo's counterpoint that they could control those machines didn't seem to phase the counselor, and even when Neo kinda asked him what's your point he still basically repeated himself. That made me kinda cautious of his purpose and that whole dialogue as well.
