Horsepower, NO. GS-T '95 and up 210hp. SVT Contour '99 and up 200hp.
0-60 acceleration, NO. GS-T 0-60 6.5 sec. SVT Contour 0-60 6.9 sec.
Curb weight, NO. GS-T 2921 lbs. SVT Contour 3126lbs.
It may be an even race if the driver has an automatic or gets a really bad start or has no clue how to operate a manual. 
I believe you can go to kazaa and watch a race between an Eclipse GS-T and a Contour SVT. The Eclipse clearly takes it. Do a search for SVT Contour and you'll find it. (It doesn't say what mods have been done to both cars though.) 
Although, they are racing on the streets like idiots.
Hey, I agree the GS-T should win if its modded, hands down. In fact I said it and I also said stock for stock its close, a hell of a lot closer than you are implying. You are pitting 210HP vs 200HP but you say nothing of the torque curve. The weight that is quoted is also not accurate for the 98 contours. It was printed in a magazine I read at the time as 3025 #'s. Still this stuff is in the stock GS-T's favor, but it isn't a closed case. I tangled with a GS-T in Tucson AZ and it ran dead even with me when my SVT was stock. Of course turbo cars hate that 100+ degree heat!  Anyway, then I ran some guy with the previous generation eagle talon, you know pre-95 I think and he was slowly taking me out. There are factory freak cars and factory SUCK cars which play a role too.

He's right, my friend here in my town has a modd'd GSX with almost the same mods as posted above, minus a few...and damn near destroy'd my buddy's WRX....Off the line he saw tail lights the entire race. It also seems the GS-T's get that same jump as a Civic when Rev'd, but with much more hp to the wheel.

I know a guy that had an AWD Eclipse with an upgraded turbo,full exhaust and a FMS. He ran mid 13s.

RWD GST's are NOT that fast. my moms almost bone stock 1998 Mustang GT AUTOMATIC beat the crap out of one 4 TIMES in a ROW.
only things done to her car were borla exhaust crap mac intake and underdrive pullies.
iirc. her car only runs 14.4 or so now, and that's with a new mass air sensor and tb so at the time, im guessing maybe a 15.0
but an AWD, watch out , it will take u off the line.
