It's what the puller pushes against for leverage. If you don't use the bolt, you'll end up stripping the threads on the crank... hmmmmm 
Hmmm...I've replace quite a few of them, and I've never had to use the original bolt. My pulley puller has a pointed tip and a flat tip. Neither ruined any threads.
