From what I gather it is not a recall, but a TSB or 'technical service bulletin'. Its more of an annoyance than a safety hazard and therefore Ford is probably unwilling to bite the bullet. Thus if you want it fixed you will have to pay for it.

When inserting the nozzle, be sure not to insert with full force and don't press it up against the gas tank. I always thought it was a good idea to press it up to create a "seal" with the rubber surround of the nozzle...instead just insert it like 4/5 of the way inside...pretty much all the way but not completely... (make sure it IS inside tho! ) and its should be MUCH easier to fill your tank up.
