the cone is part of the rear housing, set in place by a few punches in the aluminum of the rear housing (punches put pressure on the cone, holding it in place). if you buy a pump other than a ford OE you will not be getting the rear housing with the newly pressed in cone. aftermarket pumps only come with the front half of the pump with the impeller.
