Some of both...I think I made the mistake of going to a non ASE certified mechanic, just because he was about $700 less than Goodyear. While I certainly dont recommend him to anyone else, I did save that money in the end...he just took his sweet time with the thing.
Anyway, I was the one who noticed the missing impeller. Had I not seen it, I think he would have reassembled the motor with the bad wp, then I would have been back at square one!
Oh well, like a good friend of mine said tonight, figure out the oil burn situation, check compression, then get nitrous!! 
I had a real hard time "restricting" myself with the "while I am in there" mindset (IE, esslinger perf cyl head, alum flywheel, etc, etc...), but I kept it under control, so I rewarded myself with "some" less expensive goodies: OptiTB, SPEC Stage 2 clutch, SVT/poly mounts, gutting catalytic converter, porting exh manifold, etc, etc.)
