Wow, I can't believe my name came up.
I never had the Summitomo HTR+, but have a different model that I am very impressed with which is only availible for smaller rims. It is the HTR 200 summer only, but they are more than acceptable in 4 inches of snow. I didn't even put my BLizzaks on this past winter. For my nice car I have S-03's that are worth every penny.
I did have the P7000 SS on one of my cars and they were okay. Rather hard and not much snow traction is what I remember most, but I did autocross them and abuse them.
The tires only list in that price range would be Yok AVS ES100 and Summitomo HTR+ if you want all-season. All else are inferior IMHO. The only Kumho tire that I have heard great things about is the Victoracer track tire. MX has been getting some good feedback as well, but I don't think it is as good all around as the S-03. Similarly, the only Falkin tire I have heard nothing but good about is the Azenis Sport.
Surprisingly (to me), the new Goodyear F1 GS-D3 has been getting excellent feedback and worth considering.
