On cars with brass radiators, you used to be able to measure the potential across the "cell". I think they said that over 0.1 volt (?), you needed to change the coolant.
I use distilled or DI water in the radiator after a drain and flush. Distilled costs only about 50 cent per gallon and does not have any solids or hardness which causes the problems in the cooling system.

**update**

Acutally I cannot figure out where the block is located so I brought it to a mechanic.

heh for $25 dollars I got an oil change and coolant flush. He just removed the hose from the bottom and all that hot dirty liquid poured out laugh
