Sorry, didn't see the post. Yes, it is a power antenna. the mast and track come as a unit, and cost $16. They didn't have one listed for a contour/mystique, so I just used the one listed for the crown vic/monarch? the mast is the same, but the track seemed longer. I just used the old track as a template, and shortened the new one a little by cutting the excess off. It was so simple, there are no real instructions needed, Just a really basic diagram on the back of the package.
