Please re-read my post and you should see that the reason I was suggesting "paper" trick was to determine if fans are getting their power via the hi relay contacts or elsewhere, I am assuming relay OK.

I haven't had that specific relay apart, but at one end of coil there should be a "springy metal thing" that you should be able to move towards coil by hand, simulating coil energizing. Moveable contact would usually be part of that thing and would move towards fixed contact (a similar relay has braided wire going to contact)

Were you able to remove connector at a/c switch?
Do you have access to multimeter?

During rain if you had car on defrost/floor or defrost, a/c will come on therefore fans come on.
