I would try it with a friend and an OBD-II code reader. Set cruise when you reach the speed you want. Have your friend reach over and install the needle. I dont want to say you could have him steer while you install the needle.
Even though that would probably be easier. You could always put the car on jackstands and do this too. Then you don't need the other friend to help.
