when the car is in neutral it runs perfect, but when under load it has no power after 4000 rpms it is strong until this point and it doesn't matter what gear it is in. It almost seems like its not getting fuel, I changed filter but it didn't change possible fuel pump? Any one have any ideas.

Don't the secondaries open at 4000RPM. I have no idea it my just be a coincedence(sp?).

IIRC, they open at 3900 except at WOT, where they open at ~3500.

That is crazy! I just posted about this exact same problem about a week ago. Last weekend I replaced the fuel filter, cleaned the KKM filter, cleaned the TB, and cleaned the MAF. I suggest you do these things first & if that doesn't help you should look into replacing the IMRC. If you don't know what an IMRC is just do a search in the forums or check "MODS/PARTS" from the home page then select "HOW TO" & scroll down to "INTAKE(UPPER/LOWER)SYSTEM REBUILD". I was told that sometimes you only need an inexpensive gromet instead of the entire IMRC. My car has run great so far & I believe the MAF sensor was the culprit. Good luck & let us know how things go. I believe this is a pretty common problem so your info will be helpful to others.

There is a good chance that you have fuel starvation from a plugged pump inlet screen on the returnless fuel pump module. There has been a lot posted on this recently, including pictures of how to pull the pump without dropping the fuel tank.

When I replaced the UIM gasket, I found that one of the secondary linkage (aka IMRC) grommets was missing (and only half of the secondaries were opening). This solved why my car was having upper range problems.
If you know what to look for, you can see if they are missing without taking any parts of the engine.

Hold it, Hold it, HOLD IT!!!! Check your Catalytic Converters. I was a happy camper for a little while until the cat on my 95 'stique became blocked. All of a sudden, I couldn't get beyond 75mph. It became worse and worse until 55mph became a challenge. Eventually,one of the hoses on the DPFT (or I think those are the letters) popped off due to back pressure.
Since I've replace the whole exhaust, I've been happy again.
Got a SVT dual on there now.

PS: it's easy to see if the IMRC is working right, just start it up and shine a flashlight down there. You'll see it work by massaging the throttle.

Big Jim is correct. Your screen on the fuel pumpa assembly is clogged. The problem should be more severe the less fuel there is in the tank(under 1/4). You may also experience hard starting when low on fuel. I have removed the screen on my 00 SE Sport. No problems for 2 weeks. If anyone out there knows where to purchase the screens seperately, it would be a great help!!!!!!!!!!

i have the same problem the car pulls fine but when the secondaries are supp. to open nothing changes... i know that they work you idle it past 4 g's i can see linkage moving but there is no power, i can only get like 60-65 out of third, and thats pushing to 5500 or so, last week i was getting a little over 80 at 6000, any ideas

Had a very similar problem, but mine started at around 4500 RPM with 1/4 tank or less of fuel. It prgressively got worse to the point that it would even do it with a full tank.
Turned out to be as Big Jim suggested - fuel pump.
If you pull the rear seat lower cushion, you can see the fuel pump access port in the tank.
